You do not need to write code to lead a technology organization effectively. But you do need to understand enough about how software is built, how technical teams operate, and how technology decisions compound over time to ask the right questions, allocate resources intelligently, and avoid the mistakes that sink products. This guide is for the CEO, COO, or VP who manages engineers, approves technology budgets, and makes strategic decisions about software without a computer science degree.
The Questions That Reveal Technical Health
You cannot audit code quality directly. But you can ask questions whose answers reveal whether a technical organization is healthy or heading toward crisis.
“How long would it take to deploy a one-line change to production?” This single question tells you more about your engineering organization than any dashboard. A healthy team answers “15 minutes” or “an hour, including tests and review.” A struggling team says “a week” or “we deploy on the last Thursday of the month.” Deployment speed is a proxy for automation quality, test coverage, and process discipline. If a trivial change takes days to ship, larger features take months, and your competitive speed is defined by your deployment pipeline, not your engineers’ talent.
“If our lead developer quit tomorrow, what would happen?” This exposes bus factor risk. If one person holds critical knowledge that exists nowhere else, not in documentation, not in code comments, not in other team members’ heads, the team has a single point of failure. The healthy answer involves documentation, shared code ownership, and cross-training. The alarming answer involves “we would be in serious trouble.”
“What percentage of developer time goes to new features vs. maintenance?” A healthy ratio depends on the product’s maturity, but a general benchmark is 60-70% on new development and 30-40% on maintenance, bugs, and infrastructure. If maintenance consumes more than 50% of engineering time, the codebase is degrading and will get worse without intervention. If it is below 20%, the team may be accumulating technical debt that will catch up later.
“How do we know when something breaks in production?” The answer should involve automated monitoring, alerting, and on-call rotations. If the answer is “our customers tell us,” the team is flying blind. Modern observability tools (Datadog, Grafana, PagerDuty) are table-stakes investments, not luxuries.
“Can you show me the trend in our deployment frequency and incident rate over the last six months?” Trends matter more than absolute numbers. Increasing deployment frequency with a stable or decreasing incident rate means the team is getting more capable. Decreasing deployment frequency with increasing incidents means the system is degrading. These two metrics, tracked over time, are the vital signs of your engineering organization.

Understanding Technology Investment as Capital Allocation
Every dollar spent on technology is either an investment that compounds or an expense that depletes. The distinction depends on how the money is spent, and non-technical executives often lack the framework to distinguish the two.
Platform investments compound. Money spent on internal tools, automated testing, CI/CD pipelines, monitoring, and developer experience pays returns on every subsequent feature. A $50,000 investment in automated testing infrastructure that reduces the QA cycle from 2 weeks to 2 days saves money on every feature for the life of the product. A $30,000 investment in a deployment pipeline that eliminates manual deployments prevents outages, reduces downtime costs, and lets the team ship faster.
Feature factories deplete. Spending 100% of the engineering budget on new features while investing nothing in the platform is like running a factory without maintaining the equipment. It works for a while. Then machines start breaking down, and you are spending more on emergency repairs than you saved by skipping maintenance.
The rewrite trap is the most expensive mistake in software. When technical debt accumulates to the point where the team says “we need to rewrite everything from scratch,” the cost is typically 2-3x the original estimate, the timeline is 3-5x the original estimate, and the rewrite carries the risk of losing features, customers, and institutional knowledge during the transition. Continuous, incremental improvement is always cheaper than a rewrite. When a team advocates for a rewrite, it usually means leadership failed to fund maintenance incrementally over the preceding years.
A practical rule: allocate 20-25% of engineering capacity to platform work (infrastructure, testing, tooling, dependency updates, performance optimization) every quarter. This is not overhead. It is the maintenance that prevents the rewrite.
Evaluating Technical Talent Without Technical Expertise
Hiring and retaining strong engineers is critical, and it is possible to evaluate technical talent without understanding the code itself.
Look at outcomes, not activity. A productive engineer ships working software that customers use. They are not measured by lines of code written, hours logged, or tickets closed. Ask what they shipped last quarter and what impact it had. Strong engineers can articulate the business outcome of their work, not just the technical implementation.
Watch how they communicate. The best engineers explain complex concepts clearly to non-technical audiences. If a candidate or team member cannot explain their work without jargon, they either do not understand it deeply enough or lack the communication skills that senior roles require. Both are problems.
Check for learning velocity. Technology changes constantly. An engineer who learned React in 2018 and has not learned anything since is a depreciating asset. Ask what they have learned in the last year, what technologies they are curious about, and how they stay current. Conferences, side projects, open-source contributions, and technical writing all indicate intellectual engagement.
Reference checks matter more than interviews. A one-hour interview reveals how someone performs under interview conditions. A reference check with a former manager reveals how someone performs under production conditions: how they handle ambiguity, whether they hit deadlines, how they collaborate with non-technical stakeholders, and whether their teammates wanted to work with them again.
Assess the team, not just individuals. A team of solid engineers who collaborate well will outperform a team of brilliant individuals who cannot align. Look at how quickly the team resolves disagreements, whether design decisions are documented, and whether knowledge flows freely or stays siloed.

Managing Vendor and Build-vs-Buy Decisions
Technology spending decisions frequently come down to “should we buy an existing product or build a custom solution?” Non-technical executives are often pressured toward one extreme by vendors (who want to sell) or engineers (who want to build). The right answer depends on differentiation.
Buy when the capability is not a differentiator. Your company should not build its own email system, payroll software, or accounting platform. These are solved problems with mature, affordable products. Building them in-house diverts engineering resources from work that actually creates competitive advantage.
Build when the capability is your competitive advantage. If your logistics optimization algorithm is what makes your delivery service faster than competitors, that algorithm should be custom-built, owned, and maintained in-house. If your customer onboarding workflow is what drives your conversion advantage, building a custom onboarding system is a strategic investment.
Evaluate total cost of ownership, not sticker price. A SaaS tool that costs $50,000 per year looks cheaper than a custom build that costs $150,000. But if the SaaS tool requires $80,000 per year in integration work, $20,000 in customization consulting, and locks your data in a format that costs $200,000 to migrate away from, the total cost over three years exceeds the custom build. Always project costs over 3-5 years, including switching costs.
Beware the enterprise sales cycle. Enterprise software vendors are skilled at creating urgency, bundling unnecessary features, and negotiating multi-year contracts that lock you in. Bring your CTO or a technical advisor to vendor evaluations. Have them assess the product’s API quality, data portability, integration flexibility, and actual feature depth beyond the demo. A polished demo does not equal a working product.
Setting Realistic Expectations for Software Projects
Software projects are notoriously difficult to estimate. Understanding why, and what to do about it, prevents the frustration that poisons executive-engineering relationships.
Uncertainty is inherent, not a sign of incompetence. Building software is a creative, problem-solving activity where unknown unknowns emerge during implementation. A civil engineer can estimate a bridge construction project within 10% because bridges have been built for centuries and the physics is well-understood. Software projects routinely involve technology combinations that have never been assembled before.
Ask for ranges, not points. Instead of “How long will this take?” ask “What is your best case, likely case, and worst case?” If the range is narrow (2-3 weeks), confidence is high and the work is well-understood. If the range is wide (2-8 weeks), there are significant unknowns that need to be resolved, and you should plan for the high end.
Scope is the primary lever. When a project is running late, you have three options: extend the timeline, add resources (which often makes things slower in the short term, per Brooks’s Law), or reduce scope. Scope reduction is almost always the fastest and least risky option. Identify the minimum viable version of the feature that delivers value and ship that. Iterate from there.
Measure throughput, not utilization. The question is not “are my engineers busy?” (they always are). The question is “how much working software is reaching customers each month?” An engineering team that ships 12 meaningful features per quarter while maintaining system stability is performing well. A team that is 100% utilized but ships 3 features per quarter has a throughput problem, regardless of how busy everyone looks.
Leading technology without a technical background is entirely possible. It requires humility to ask questions you do not know the answers to, discipline to invest in platform health even when features feel more urgent, and judgment to distinguish between complexity that is inherent to the problem and complexity that is a sign of poor execution.
