Most product specifications fail not because they lack detail, but because they answer questions developers never ask while ignoring the ones they ask constantly. The result is a 40-page document that sits in Confluence collecting dust while engineers reverse-engineer requirements from Slack threads, design mockups, and guesswork.
A specification that developers actually build from is structured around decisions, not descriptions. It tells engineers what to build, why it matters, what trade-offs were considered, and what “done” looks like. This guide covers how to write specifications that survive contact with a development team.
The Anatomy of a Specification That Gets Read
Developers do not read specifications linearly. They scan for the information they need at the moment they need it. A 20-page narrative document forces them to search through prose for a single data point. A well-structured specification is more like a reference manual than an essay.
Every effective specification contains these sections, in this order:
One-paragraph summary. What are we building, for whom, and why now? A developer should understand the entire feature in 30 seconds.
Success metrics. How will we know this feature worked? Be specific: “Reduce average onboarding time from 12 minutes to under 5 minutes” is useful. “Improve the onboarding experience” is not.
User stories with acceptance criteria. Each user story follows the format: “As a [user type], I want to [action] so that [outcome].” Each story has 3 to 7 acceptance criteria that are binary (pass or fail, no ambiguity). Example acceptance criterion: “When the user uploads a CSV with more than 10,000 rows, the system displays a progress bar and completes processing within 30 seconds.”
Data model and API contracts. If the feature touches the database or exposes new endpoints, include the schema changes and API request/response shapes. Use actual JSON examples, not abstract descriptions.
Edge cases and error states. What happens when the file upload fails? When the user has no permission? When the third-party API times out? List every edge case you have identified, with the expected behavior for each.
Out of scope. Explicitly list what this feature does not include. This prevents scope creep and gives developers permission to push back on last-minute additions.
Open questions. List unresolved decisions with a deadline for resolution. This is honest and prevents developers from blocking on unanswered questions without a clear escalation path.

Writing Acceptance Criteria That Eliminate Ambiguity
The single highest-leverage improvement you can make to your specifications is writing better acceptance criteria. Vague criteria are the primary source of rework in software development. A study by the Standish Group found that unclear requirements account for 37 percent of project failures.
Bad acceptance criteria look like this: “The dashboard should load quickly.” What does quickly mean? Under 1 second? Under 5 seconds? On a 3G connection or fiber? For 10 data points or 10,000?
Good acceptance criteria are specific, measurable, and testable: “The dashboard renders the first meaningful paint within 2 seconds on a 4G connection with up to 5,000 data points. If the dataset exceeds 5,000 points, a loading skeleton is displayed within 500 milliseconds and full data renders within 5 seconds.”
Apply the “intern test” to every acceptance criterion you write: could a first-week engineering intern read this criterion and determine, without asking anyone, whether the implementation passes or fails? If the answer is no, the criterion is too vague.
Here is a practical template for acceptance criteria:
- Given [precondition or context]
- When [action or trigger]
- Then [expected observable outcome with specific values]
Example: Given a user with the “admin” role, when they click “Export Report” for a date range spanning 90 days, then a CSV file downloads within 10 seconds containing one row per day with columns: date, revenue, orders, average_order_value.
Handling Technical Constraints Without Designing the Solution
Product managers often make one of two mistakes: they either ignore technical constraints entirely (leading to specifications that are technically infeasible) or they over-specify the technical implementation (micromanaging engineering decisions).
The sweet spot is documenting constraints and letting engineers design the solution.
Useful constraints to include: - Performance requirements: “The search endpoint must return results within 200 milliseconds for 95 percent of queries.” - Scalability context: “We expect 500 concurrent users at launch, growing to 5,000 within 12 months.” - Integration requirements: “Must integrate with Salesforce API v55, authenticating via OAuth 2.0.” - Compliance requirements: “All personally identifiable information must be encrypted at rest and in transit. Data must reside in EU regions.” - Compatibility requirements: “Must support Chrome, Firefox, Safari, and Edge. Must function on screens 320px and wider.”
Constraints to avoid: - “Use Redis for caching.” (That is a solution, not a constraint. The constraint is: “Repeated queries for the same data should not hit the database.”) - “Build a microservice for this feature.” (That is an architecture decision. The constraint is: “This feature must be deployable independently of the main application.”) - “Use React Query for data fetching.” (That is a library choice. The constraint is: “Data should be cached client-side and refreshed when the user returns to the tab.”)
When you document constraints instead of solutions, you give engineers the information they need to make good decisions while respecting their expertise and autonomy.

Visual Specifications: When Mockups Replace a Thousand Words
For user-facing features, visual specifications are not optional. A Figma mockup with annotations communicates layout, interaction patterns, and visual hierarchy more effectively than any amount of prose.
But visual specifications have their own failure modes. The most common: a pixel-perfect mockup that represents only the “happy path” with perfect data. Developers need to see:
- Empty states. What does the dashboard look like when there is no data? What does the inbox look like when all messages have been read?
- Error states. What appears when the API call fails? When the user enters invalid data? When their session expires?
- Loading states. What does the user see while data is being fetched? A spinner? A skeleton? A progress bar?
- Boundary conditions. What happens when a user’s name is 80 characters long? When a table has 10,000 rows? When a description contains no text but three images?
- Responsive breakpoints. At minimum, show the layout at 320px (mobile), 768px (tablet), and 1280px (desktop).
We recommend annotating mockups directly in Figma with developer-facing notes. Call out spacing values, color tokens, typography scales, and interaction behaviors. A designer might understand that a button “feels” interactive, but a developer needs to know: “On hover, the background transitions to color-primary-600 over 150 milliseconds. On click, the button shows a loading spinner and disables further clicks until the API responds.”
The Specification Review Process That Prevents Rewrites
Writing the specification is half the work. Reviewing it with the right people before development begins is the other half.
Run your specification through three review passes:
Engineering review (30 minutes). Walk through the specification with the lead engineer who will implement it. Their job is to identify technical risks, unclear requirements, and missing edge cases. Expect to add 5 to 15 additional acceptance criteria from this review. Schedule this at least one week before the sprint in which the work is planned.
Design review (20 minutes). Walk through the specification with the designer to confirm that visual specifications cover all states and that the interaction model is complete. The designer should flag any place where the written specification contradicts the visual specification.
Stakeholder review (15 minutes). Walk through success metrics and scope with the business stakeholder. Their job is to confirm that the feature, as specified, will actually achieve the business objective. This is the last chance to catch misalignment between what engineering is about to build and what the business actually needs.
Document the outcome of each review as comments or revisions directly in the specification. Never let review feedback live only in meeting notes or Slack threads.
Maintaining the Specification Through Development
A specification is a living document during the development cycle. Requirements will change as engineers encounter unforeseen constraints and stakeholders refine their thinking. The specification must evolve with these changes, or it becomes a historical artifact rather than a working reference.
Establish a change management process:
- Any change to acceptance criteria requires a comment in the specification explaining what changed and why.
- Scope additions after development begins require explicit approval from the product manager and an assessment of timeline impact from the engineering lead.
- The specification is the canonical source of truth. If a Slack conversation contradicts the specification, the specification wins until it is formally updated.
At the end of development, the final specification should accurately describe what was built. This becomes invaluable for QA testing, onboarding new team members, and planning future iterations.
Writing specifications is a craft that improves with practice and feedback. The teams that invest in clear, structured, and testable specifications consistently ship faster and with fewer defects than teams that treat requirements as an afterthought.
